The Unique Features of the Courses of skill development offered by IGNOU are :–
(a) Vertical Integration of Technical Training, Technician Education and Technical Education.
(b) Focus on Practical Training and Skill Development rather than Theory alone.
(c) Encouraging Earn and Learn Routes, i.e., Flexible Time Table.
(d) Every Semester to be a comprehensive capsule, leading to employability and / or improved employability after successful completion of the semester’s credits.

This Programme is launched in the existing ITIs, Polytechnics, Engineering Colleges and also utilizing the building infrastructure of other educational institutions in their spare time, which will cater to the requirements of working professionals. Similarly, new, exclusive Centers are also being created.
The various entry levels of the Programme are
(a) 10th Pass
(b) 10 + 2 ITI Certificate Holders
(c) 10 +2 including vocational students
(d) 10 +3 Polytechnic Diploma Holders
(e) Science graduates who have obtained degree with Physics, Chemistry and Mathematics. (This would be expanded to science graduates of all disciplines from July 2010).
(f) Graduates of Computer Science / IT and B.C.A.(This would be expanded to science graduates of all disciplines from July 2010).

From the coming July 2010 session, it is proposed to expand the base entry level to 8th standard pass.
By July 2010, the number of Centers in which the skill development programme of IGNOU is proposed to be conducted would be 500 and by 2011 January it could be 1000 Centers, and by 2012 January to 5000 Centers. Approximately 300 students / working professionals would be trained in the upgradation of their skills in each Center, thereby 15 lakhs persons per year and approximately in ten years from now, by 2020, IGNOU would be giving skill development to approximately 15 million.
